Mission Statement for the Southern Illinois and Southwestern Indiana Respiratory Disease Program
The Southern Illinois/Southwestern Indiana Respiratory Disease Program is a health care program directed by Shawnee Health Service and funded through the Department of Health and Human Services, Special Populations, and Black Lung Clinics Program. Health care services are provided by local community hospitals and outpatient clinics and/or physicians through a contractual agreement with Shawnee Health Service. The primary purpose of the Respiratory Disease Program is to improve the health and quality of life for coal miners and other patients with respiratory disease.
In order to accomplish this mission, the Respiratory Disease Program has five basic goals:
1. To provide quality, on-going, pulmonary health care, including screening, diagnosis, and treatment, through an outpatient clinic setting within easy driving distance for southern Illinois and southwestern Indiana residents with respiratory disease, regardless of their ability to pay.
2. To provide health education for patients and their families relating to: medication, nutrition, anatomy and physiology as they relate to disease, disease processes, energy conservation, smoking cessation and rehabilitation.
3. To provide rehabilitation instruction for patients relating to: bronchial hygiene, pursed lip breathing, relaxation techniques, use of aerosol medications, home oxygen therapy, and exercise therapy.
4. To provide counseling and assistance for filing claims for state and Federal Black Lung benefits, information on eligibility criteria, Department of Labor health examinations, referrals for legal representation as applicable, assistance in accessing State and Local resources, prescription drugs, oxygen and related equipment and financial assistance for health care.
5. To provide referrals for other needed services.
